(DEIR, p. 2-7; Initial Study, p. 43.) <br />Facts in Support of Finding: The Federal Emergency Management Agency (FEMA) Flood Insurance <br />Rate Maps (FIRM) for the Project site and vicinity (FEMA FIRM number 06059C0163) shows that the <br />site is shown adjacent to, but not part of, a 100 -year flood zone associated with Santiago Creek (Zone <br />AE21). The Project site is identified on the FEMA map as "Zone V and is not depicted within a 100- or <br />500- year flood zone. <br />For the reasons discussed above and the reasons discussed in the DEIR and the Initial Study, impacts <br />associated with this issue would be less than significant, and no mitigation is required. (Initial Study, p. <br />43.) <br />9.9.8 Structures That Impede or Redirect Flows <br />Threshold: Would the Project place within a 100 -year flood hazard area structures that would <br />impede or redirect flood flows? <br />Finding: No impact. (DEIR, p. 2-7; Initial Study, p. 43.) <br />Facts in Support of Finding: As discussed above, the Project site is not located within a 100 -year flood <br />hazard area, and it will not place any structure within a 100 -year flood hazard area. <br />For the reasons discussed above and the reasons discussed in the DEIR and the Initial Study, impacts <br />associated with this issue would be less than significant, and no mitigation is required. (Initial Study, p. <br />43.) <br />9.9.9 Risk of Loss, Injury, or Death as a Result of Flooding <br />Threshold: Would the Project expose people or structures to a significant risk of loss, injury or <br />death involving flooding, including flooding as a result of the failure of a levee or dam? <br />Finding: Less than significant impact. (DEIR, p. 2-7; Initial Study, p. 43.) <br />Facts in Support of Finding: Implementation of the Project would not expose people or structures to a <br />significant risk of loss, injury, or death involving flooding as a result of the failure of a dam. As shown in <br />the General Plan Public Safety Element, Exhibit 4, the Project site is not located within the dam inundation <br />area. Moreover, the site is located 130 -feet up -gradient from Santiago Creek, which is generally dry, <br />unless conveying storm flows. <br />For the reasons discussed above and the reasons discussed in the DEIR and the Initial Study, impacts <br />associated with this issue would be less than significant, and no mitigation is required. (Initial Study, p. <br />43.) <br />9.9.10 Inundation by Seiche, Tsunami, or Mudflow <br />Threshold: Would the Project have significant effects relating to inundation by seiche, tsunami, <br />or mudflow? <br />Finding: No impact.
