Page 2 of 2 <br />A city cannot have a comprehensive vision for its built environment without a General <br />Plan that guides zoning and land use. OCCORD's mission is to ensure that there is <br />equitable development in Orange County and specifically in Santa Ana. We believe that <br />selling off public assets without consideration of the Surplus Land Act is absolutely in <br />direct conflict to promoting equitable development.
