Award Purchase Order for Technology Upgrades to the SAPID Mobile Command Post Vehicle <br />March 5, 2019 <br />Page 2 <br />hardened infrastructure support, permanent staff, and other resources available in a fixed location <br />(i.e. Police Administration Building). <br />Today, the MCP faces similar challenges in that some of the technology that allows critical <br />functions is no longer running, or sustainable. Communications equipment needs to be replaced, <br />as well as computers that run important incident management or situational awareness software. <br />The command vehicle's model year is 2005 and has an expected remaining useful life of a <br />minimum of ten years. The integrity of the vehicle structure itself is still in very good condition. The <br />City desires to hire Golden State Audio Video, Inc. to once again, perform needed technology <br />upgrades to the MCP. <br />As stated, Golden State Audio Video, Inc. performed the original upgrade project in 2014, and was <br />required to learn the architecture and manufacturer's design of the vehicle in order to complete <br />their work. After much research, there were no vendors specializing in the installation of <br />customized technology solutions within the recreational vehicle framework. Selecting a different <br />vendor at this juncture would require they also learn detailed architecture which would increase the <br />timeline of the project. Additionally, the current vendor will be integrating new technology with their <br />previous work, and have the necessary skillsets to complete this seamlessly. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #1 <br />(Modernize the Community Policing philosophy to improve customer service, crime prevention and <br />traffic/pedestrian/bicycle safety), Strategy J (Partner with downtown business and merchant <br />associations to enhance security measures and provide a safe environment (e.g. video <br />surveillance, additional security and police efforts, etc.). <br />FISCAL IMPACT <br />Funds in the amount of $37,100 are available in FY 2018-19 in the Police Department's Field <br />Operations account (no. 01114420- 66400). <br />nm <br />Chief of Police <br />Santa Ana Police Department <br />EG/OL <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Kathryn Downs, CPA <br />Executive Director <br />Finance and Management Services Agency <br />22B-2 <br />
