REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2019 <br />TITLE: <br />APPROVE AGREEMENT WITH <br />CALIFORNIA FORENSIC PHLEBOTOMY <br />FOR BLOOD TECHNICIAN SERVICES <br />{STRATEGIC PLAN NO.1, 1F} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a three-year agreement with <br />California Forensic Phlebotomy, for the period of March 5, 2019 through March 4, 2022, to perform <br />blood related technician services, in an amount not to exceed $155,343 (including a $15,000 <br />contingency), subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />California Forensic Phlebotomy (CFP) is the current provider of blood and breath technician <br />services for all Orange County law enforcement agencies. These technicians are responsible for <br />drawing blood in a medically approved manner, retaining these items through an evidentiary <br />approved process and relinquishing them to the Orange County Crime Lab for analysis. The Santa <br />Ana Police Department calls on CFP for blood and breath technician services to take blood and <br />breath samples from individuals that have been involed in incidents where drugs and/or alcohol <br />are suspected. <br />The Santa Ana Police Department, Traffic Division has utilized CFP since 1992 and has confirmed <br />it remains the contracted provider for this service in Orange County. CFP is used solely by County <br />Agencies, County Contracted Cities, County Lab, and every incorporated city within Orange <br />County. CFP is the only company in the County where employees remain on-call at all times, <br />seven (7) days per week, twenty-four(24) hours per day, three hundred sixty-five days (365) a year <br />to conduct blood draws as requested. This allows CFP to repond to requests for service within 45 <br />minutes. CFP has extensive experience in the policy and procedures of the Orange County Sheriff <br />Department Forensic Sciences Lab. In addition, CFP employees are required to complete an <br />extensive background check and have access to secured areas. CFP staff also understand the <br />requirements and expectations of the Santa Ana Police Department regarding blood sample draws. <br />The Police Department will pay CFP $97.46 per draw for their services. On average, CFP will <br />perform 30 draws per month for the Police Department. The current agreement with CFP expired <br />on November 20, 2018 and this new agreement will cover the period of March 5, 2019 through <br />March 4, 2022. In addition, the City will recognize and pay Contractor for services provided during <br />25C-1 <br />
