REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2019 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />APPROVE AGREEMENT WITH RELIAS LLC <br />❑ As Recommended <br />FOR SANTA ANA POLICE DEPARTMENT / <br />❑ As Amended a <br />❑ Ordinance on 1 Reading <br />JAIL TRAINING SOFTWARE <br />❑ Ordinance on 2"e Reading <br />{STRATEGIC PLAN NO. 1, 4} <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute the attached three-year agreement <br />with Relias LLC for the purchase and maintenance of training software for the Police Department <br />Jail Bureau, for the period of March 1 , 2019 through February 28, 2022 , in the amount of <br />$42,076.02, including a $2,000 contingency, subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The mission of the Santa Ana Police Department's Training Division is to provide high quality, <br />professional training to our personnel. The purchase of Relias software will allow the Training <br />Division to schedule, track and create curricula and courses unique to the Santa Ana Jail. <br />Additionally, it will increase training efficiencies by utilizing built-in courses pre -certified by <br />California Standards and Training for Corrections (STC). <br />The Relias software will allow management to disseminate relevant training to employees in both <br />electronic and video form with a feature to verify comprehension by on—line tests and electronic <br />signature. This will ensure employees remain compliant with Federal, State and Department <br />mandates. The STC certified libraries can be accessed anywhere, on any device, and allow trainers <br />to schedule training sessions, report on training, and create in-person and online training plans. <br />Proper training provides law enforcement personnel with the tools necessary to deliver professional <br />services to the community. <br />The three-year agreement (Exhibit 1) will be for the period of March 1 , 2019 through February 28, <br />2022, in the amount of $42,076.02. This amount includes $17,025.34 for the software subscription, <br />implementation and contingency for year one, $12,525.34 for the software subscription in year two, <br />and $12,525.34 for the software subscription in year three. Relias, LLC is the sole source provider <br />25J-1 <br />
