REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2019 <br />TITLE: <br />ADOPT AN ORDINANCE TO AMEND CITY <br />MANAGER'S CONTRACTING AUTHORITY <br />FOR NON-PUBLIC WORKS AND PUBLIC <br />WORKS CONTRACTS <br />(STRATEGIC PLAN NOS. 4, 1; 7,5E) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance seeking to amend and reorganize provisions of the municipal code relating to <br />the City Manager's authority to bind the City to any one non-public works and public works contract <br />under Chapter 2, Article VII of The Santa Ana Municipal Code as follows: <br />i) deleting section 2.1 of Chapter 2, Article 1 relating to the City Manager's authority to approve <br />change orders; <br />ii) deleting Section 2-801 of Chapter 2, Article VII relating to the City Manager's authority to bind <br />the City to any one written contract for an amount not exceeding $25,000; <br />iii) deleting Section 33-201 of Chapter 33, Article VIII of the Santa Ana Municipal Code relating to <br />the City Managers authority to bind the City to any one written contract for emergency public <br />works construction in an amount not exceeding $10,000; <br />iv) amending Section 2-748 of Chapter 2, Article VII concerning the City Manager's contracting <br />authority: <br />(1) for non-public works contracts to increase from $25,000 to $100,000; <br />(2) for public works contracts to increase from $25,000 to $250,000; <br />(3) for emergency public works construction to increase from $10,000 to $100,000; and <br />(4) to amend his/her contracting authority for change orders consistent with the new <br />contracting limits for public works contracts. <br />DISCUSSION <br />Pursuant to Sections 421(b) (non-public works contracts) and 422(c) (public works contracts) of <br />the City of Santa Ana Charter, the City Council may, by ordinance, authorize the City Manager to <br />50A-1 <br />
