REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2019 <br />TITLE: <br />ADOPT A RESOLUTION TO ADD <br />POSITIONS IN THE HUMAN RESOURCES <br />AND POLICE DEPARTMENTS AND TO <br />REALLOCATE CERTAIN POSITIONS IN <br />THE POLICE DEPARTMENT AND PARKS, <br />RECREATION AND COMMUNITY <br />SERVICES DEPARTMENTS <br />{STRATEGIC PLAN NO. 7,6) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on ls� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution that amends the Fiscal Year 2018-19 Annual Budget to add positions in the <br />Human Resources Department and Police Department, and to reallocate certain positons in the <br />Police Department and Parks, Recreation and Community Services Department. <br />DISCUSSION <br />Following a review of their organizational structure over the last few months, various City <br />departments have identified certain position allocation adjustments required to most effectively <br />perform the work assigned. This review has resulted in recommendations in the Human Resources <br />Department and Police Department, and Parks, Recreation and Community Services Departments. <br />Executive Management of each department is requesting approval of the changes described below. <br />Human Resources Department <br />The Executive Director of Human Resources is requesting the addition of two positions in the <br />classification Human Resources Analyst (UC). These positions are required in order to respond to <br />the current and anticipated professional -level workload in the department. The Department intends <br />to expand its services to departments through more responsive, efficient and comprehensive <br />recruitment and testing processes, specifically related to the selection of Police Officers, as well as <br />initiate conceptual development of a City-wide training program. The Executive Director is also <br />requesting the addition of one Risk Management Technician (UC) to perform duties related to <br />insurance compliance and facilitate consistent customer service to City departments when division <br />staff is in the field. <br />55C-1 <br />
