LS 3.5.19 <br />RESOLUTION NO.2019-xx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA FOR THE EXTENSION OF CONDITIONAL <br />USE PERMIT NO. 2015-01 AND VARIANCE NOS. 2015-01 <br />AND 2015-02 FOR THE SOUTH COAST SPEEDWASH <br />DEVELOPMENT FOR AN ADDITIONAL ONE YEAR FOR <br />THE PROPERTY LOCATED AT 2402 SOUTH BRISTOL <br />STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In April 2015, the City Council affirmed the Planning Commission's decision <br />to approve Conditional Use Permit (CUP) No. 2015-01 and Variance Nos. <br />2015-01 and 2015-02 for the South Coast Speedwash development at <br />2402 South Bristol Street. <br />B. CUP No. 2015-01 and Variance Nos. 2015-01 and 2015-02 allow <br />construction of a 21,768 -square foot fully -automated car wash, a 4,385 - <br />square foot two-story administrative office building, and an 8,183 -square foot <br />multiple -tenant commercial building on the subject property. The project also <br />includes 53 parking spaces for employees and customers, 34 self -serve <br />vacuum spaces, and 15 bicycle parking spaces. <br />C. Pursuant to City of Santa Ana Municipal Code section 41-647, where <br />construction does not commence, these types of entitlements become <br />void after two (2) years unless the applicant applies for, and the City <br />Council approves, an extension. <br />D. The City Council may, by resolution, extend the date on which a conditional <br />use permit becomes void for a period or periods not exceeding three (3) <br />years in total beyond the date it would otherwise become void. <br />E. On March 7, 2017, the City Council approved the first one-year extension <br />of the original entitlements. <br />F. On March 6, 2018, the City Council approved the second one-year <br />extension of the original entitlements. <br />G. Due to project delays, the applicant has not been able to begin <br />construction of the car wash, administrative office, and commercial <br />buildings, but has commenced work on perimeter walls surrounding the <br />site.
