Mendoza <br />Acting City Manager <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, California 92702 <br />Re: Federal Lands to Parks Ns 9-Z-CA-598C — Centennial Park / Community College License Fxtension <br />Dear Mr. Mendoza: <br />This letter is in response to the City's request that the National Park Service approve a two-year extension <br />of the license agreement between the City of Santa Ana and the Rancho Santiago Community College <br />District for the District's operation of an Education Center within Centennial Park. The extension request <br />is to allow the Community College to continue its educational programs uninterrupted while allowing . <br />sufficient time for the consideration of the City's land exchange proposal submitted to the National Park <br />Service for the purpose of bringing Centennial Park into compliance with the terms of the public benefit <br />conveyance of the property for public park purposes. <br />We appreciate the City's efforts in working towards rectifying the use of a portion of Centennial Park for <br />non -park purposes, including the identification, acquisition, and development of new properties for <br />community parks in areas of need. Given the time, effort, and expense invested so far in this process, it is <br />evident to us that the City is making a good faith effort to remedy the non -conforming use of Centennial <br />Park In a way that achieves the greatest public good through a land exchange. The land exchange, if <br />approved, would allow the College to remain in place, and we believe it is reasonable to allow the College <br />to serve its public educational function while the complicated exchange process is worked through.
