<br /> <br /> <br /> <br /> <br /> <br />February 19, 2019 <br />Santa Ana City Council and Mayor <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, CA 92701 <br />Re: OPPOSITION TO ITEM 19D: APPROVE THE REQUEST FOR PROPOSALS FOR THE SALE OF <br />CITY -OWNED PROPERTIES WITH RESTRICTED USE OF PROCEEDS AND ALLOW FOR DIRECT <br />NEGOTIATION FOR SALE OF EXEMPT REAL PROPERTY PER SANTA ANA MUNICIPAL CODE <br />{STRATEGIC PLAN NOS. 3, 2C, 5A & 6, 1G} <br />Dear Mayor Pulido and Santa Ana City Council Members: <br />We are writing this letter to urge you not to approve item 19D, the Request for Proposals for <br />the sale of City -Owned real properties, until you as a policy making body can answer in <br />writing, how you are complying with the CA Surplus Land Act with the proposal of these <br />sales. <br />In particular, we ask that the City Council (1) clarify its position on compliance with the Act; <br />and (2) take all necessary steps to ensure that it fully complies with the Surplus Land Act, <br />including following the Act's requirements in the sale or lease of all surplus City -Owned real <br />property. <br />The approval of the sale of City -Owned real properties with restricted use of proceeds and <br />allowing direct negotiation for sale of exempt real property is in conflict with the Surplus Land <br />Act's requirements and provisions relating to notification and the prioritization of affordable <br />housing. <br />In addition, the City of Santa Ana is undertaking a General Plan Update. The General Plan has <br />not been updated for over 30 years. As stated in your December 4, 2018 staff report, "The <br />goal of the Land Use Element is to provide a long-range guide for the land use and physical <br />development in the City to reflect the community's vision for a quality of life. This element is <br />a tool to promote public health, reduce infrastructure costs and address long-term <br />environmental issues such as climate change and water resources." Given that Land Use will <br />be one of the elements of the General Plan, the sale of these City -Owned real properties is <br />premature and not in line with the City's intent to best promote the goal of the Land Use <br />Element. <br />As a public health community organization, Latino Health Access partners with the <br />community to bring health, equity and sustainable change through education, services, <br />consciousness -raising and civic participation. We know that the city of Santa Ana is in urgent <br />need of dignified, affordable housing and that our youth are in urgent need of healthy spaces <br />with recreational opportunities. <br />PREVENTION EDUCATION ACTION <br />
