The 88 are vacant undeveloped parcels on <br />the Bristol Corridor that are subject to the OCTA cooperative agreement ( which means that the parcels must be <br />sold at market -value and proceeds must "must be used to reimburse the granting agencies, and/ or to fund <br />improvements within the same or similar project(s)." ) The city council has been using that restriction as a <br />reason to argue that they are unable to develop those parcels for community benefit. We believe that they <br />still need to comply with the Surplus Land Act. <br />The staff report also indicates that these 88 parcels with restricted sale and use of proceeds -- parcels acquired <br />with state/federal funding for Bristol Street Improvements Project or similar projects -- are exempted from the <br />Real Property Disposition Policy (RPDP).
