Box 1988, M31 <br />Santa Ana CA, 92701 <br />RE:19D <br />Dear Mayor Puhdo and Santa Ana City Council Members, <br />Founded in 1994, El Centro serves as a synergistic, cultural organization and space that <br />emphasizes the empowering effect of identity and collective work, particularly for immigrant <br />youth and families in our city, Santa Ana, California. As a long time community based <br />organization with strong interests in community empowerment, we are writing this letter to <br />ask you to continue the item 19D, the Request for Proposals for the sale of City -Owned real <br />properties, until you as a policy making body can answer in writing, how you are complying <br />with the CA Surplus Land Act with the proposal of these sales. Selling off public assets <br />without consideration of the Surplus Land Act is absolutely in direct conflict to promoting <br />equitable development and in conflict with the Surplus Land Act's requirements and <br />provisions relating to notification and the prioritization of affordable housing. The City <br />needs to deepen its commitment to working alongside the community in the development <br />process, to ensure that the community's needs are being met. The parcels represent a key <br />opportunity to do this. <br />We also would like to state our support for the efforts by community groups and <br />stakeholders who are working collaboratively with the city to create development processes <br />that prioritize community benefits and needs. Community based organizations and <br />community land trusts are innovative ways in which we can begin to think of development <br />in our city that promotes community stability and sustainability. We hope the City of Santa <br />Ana can be at the forefront of these more just and innovative planning and development <br />models that better protect our immigrants, workers, and youth. <br />
