(Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2019-076 - Recognizing adjustment <br />to fund the estimated first year cost of $4.3 million. <br />*Mayor Pulido, Recommended Action 2 for Item 65D, to be considered in two <br />weeks. <br />PUBLIC HEARINGS <br />75A. PUBLIC HEARING - ADOPT MITIGATED NEGATIVE DECLARATION <br />RESOLUTION FOR SANTA ANA UNITED METHODIST CHURCH PROJECT <br />LOCATED AT 609 NORTH SPURGEON STREET; ADOPT A RESOLUTION <br />SUPPORTING NATIONAL COMMUNITY RENAISSANCE OF CALIFORNIA <br />SUBMITTAL OF AN APPLICATION FOR THE AFFORDABLE HOUSING AND <br />SUSTAINABLE COMMUNITIES PROGRAM; AND APPROVE DENSITY <br />BONUS AGREEMENT {STRATEGIC PLAN NO. 3,2; 5,3 AND 6) — Community <br />Development Agency; and Planning and Building Agency <br />Planning Commission considered draft Mitigated Negative Declaration <br />Environmental Review No. 2018-134 and a Mitigation Monitoring and Reporting <br />Program relative to Density Bonus Agreement 2018-01 and approved <br />recommended action on January 14, 2019 by a vote of 5-2 (Cano and Nguyen <br />dissented). <br />Legal Notice published in the Orange County Reporter on January 25, 2019 and <br />notices mailed on January 24, 2019. <br />Mayor Pulido opened the Hearing. The following spoke on the matter: <br />• Jeff Dickman, expressed concern of project and of no outreach to residents. <br />Unsupportive of item as presented. <br />• George Attalla, supportive of project. Opined project would provide much <br />needed housing. <br />• Elizabeth Hansburg, supportive of all housing. <br />• Idalia Rios, supportive of project. Opined project would benefit community. <br />• Doug Gillen, noted property is not considered historic. Requested City <br />Council to support project. <br />• Mark Coleman, expressed support for project. Opined affordable housing <br />impacts mental health. <br />• Michael Lehman, supportive of Legacy Park project. <br />• John Weber, expressed support for affordable housing in Santa Ana. <br />• Deborah S.
