Presently, the RHNA process does not allow for housing <br />unit credits to be taken for new emergency homeless shelters. These reports are required in order for the City to continue to be in compliance with State <br />Housing Law and be eligible for certain State funding programs such as the Housing Related Parks <br />Program (HRP). In addition, the Governor's Office has proposed penalties for cities who do not meet <br />their RHNA goals. Per Government Code 65400, the report is to be considered at a public meeting <br />before the legislative body where members of the public may provide testimony and written <br />comments. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #3 (facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods), Strategy B (ensure <br />compliance with the City's Housing Opportunity Ordinance by requiring rental and ownership <br />housing projects that meet specified criteria to provide a minimum of 15 percent affordable units). <br />19F-2 <br />
