HPPA No. 2018-02 <br />January 24, 2019 <br />Page 2 <br />• Longterm preservation of the property and visual improvement to the neighborhood <br />• Allows for a mechanism to provide for property rehabilitation <br />• Provides additional Incentive for potential buyers to purchase historic structures <br />• Discourages inappropriate alterations to the property <br />In 2001, the Historic Resources Commission adopted Resolution No. 2001-33 approving Historic <br />Register Categorization No. 2001-121 to place the Drips House on the historical register and <br />within the Key category. Character -defining features of the Drips House that were determined to <br />be architecturally significant included: roof configuration and treatment (exposed, shaped rafter <br />tails, bargeboards, braces, and dormer), original materials and finishes, open porch configuration <br />and detailing, and original doors and windows. The Drips House qualified for listing under <br />Criterion 1 of Sec. 30-2, of the Santa Ana Municipal Code (SAMC), in that it embodied the <br />"distinguishing characteristics of an architectural style or period." Additionally, the house was <br />categorized as "Key" because it "has a distinctive architectural style and quality" as an example <br />of the Craftsman style. <br />The property has no identified unauthorized modifications. Upon consideration of the application, <br />It is recommended that the City enter into a Historic Property Preservation Agreement.. <br />GEQA Compliance <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review under Section 15331, Class 31, as this action is designed to preserve a <br />historic resource. Categorical Exemption No. ER -2018-132 will be filed for this project. <br />Strategic Plan Alignment <br />Approval of this item supports the City's efforts to meet Goal No, 5 Community Health, Livability, <br />Engagement & Sustainability, Objective No. 2 (expand opportunities for conservation and <br />environmental sustainability) and Objective No. 3 (facilitate diverse housing opportunities and <br />support efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />PG:sb <br />WHRC1201811-24.1811721 N.
