Agreement with Greenplay, LLC for a Services and Financial Sustainability Analysis <br />March 19, 2019 <br />Page 2 <br />will assist the PRCSA in refining its service delivery and financial management philosophy to <br />enhance and/or sustain services over both the short and long term. <br />On December 10, 2018, the Parks, Recreation and Community Services Agency (PRCSA) issued <br />a Request for Proposal (Attachment 1) for qualified firms to conduct an evaluation and report on <br />the condition of the Agency. The goal of the report is to articulate a road map for the Agency's <br />future that will: <br />• Evaluate and assess departmental processes, programming, potential alternatives, <br />customer service, revenue generation, and long-term achievable goals. <br />• Improve services and organizational effectiveness. <br />• Identify outcomes/goals to guide the Agency. <br />On January 22, 2019, the City received three proposals as follows: <br />Company <br />Fee Proposal Score <br />300 Max <br />Ranking <br />Greenplay, LLC <br />$69,999 287 <br />1 <br />ProConsultin , Inc. <br />$79,900 240 <br />2 <br />Tierra West Advisors <br />$187,087.97 163 <br />3 <br />Based upon the evaluation results, the review panel rated the proposal from Greenplay, LLC <br />(Attachment 2) with the highest score and is recommending entering into an agreement <br />(Attachment 3) with the firm. <br />The timeline of the evaluation and generation of a report is anticipated to last six months. The City <br />is proposing an agreement for a one-year period, to allow for any unforeseen circumstances that <br />may require additional time. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #4 — City Financial Stability, Objective #1 <br />(Maintain a stable, efficient and transparent financial environment), Strategy D (Develop a fiscal <br />health analysis tool that informs a department of its financial position in order to assist in its decision <br />making process). <br />25B-2 <br />
