REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2019 <br />TITLE: <br />RECEIVE AND FILE STAFF REPORT <br />APPROVING TENTATIVE PARCEL MAP <br />NO. 2017-03 TO COMBINE FIVE LOTS AND <br />CREATE TWO PARCELS AT 521-645 <br />NORTH ROSS STREET, 620 NORTH <br />BROADWAY AND 333 WEST SANTA ANA <br />BOULEVARD - COUNTY OF ORANGE, <br />APPLICANT {STRATEGIC PLAN NOS. 3,2) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />r92 9001 X <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />I�II�@pll�illd7 <br />It is recommended that the City Council receive and file the staff report approving Tentative <br />Parcel Map No. 2017-03 as conditioned. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on January 16, 2019, the Zoning Administrator adopted a resolution <br />approving Tentative Parcel Map No. 2017-03 as conditioned to combine five existing lots and <br />create two new parcels at 521-645 North Ross Street, 620 North Broadway and 333 West Santa <br />Ana Boulevard located in the Specific Development No. 84 (SD -84) zoning district. The approval <br />was made pursuant to Section 34-126 of the Santa Ana Municipal Code (SAMC). The Zoning <br />Administrator made no changes to the conditions of approval for the project (Exhibit A). <br />DISCUSSION <br />The County of Orange is requesting approval of a parcel map to merge five existing parcels within <br />the Civic Center area into one site and to subdivide the merged parcels into two parcels of land. <br />Parcel 1 will be a 3 -acre site for County Building 16, a six -story, 247,969 square foot office building <br />with two levels of subterranean parking (350 vehicles) currently under construction on North Ross <br />Street. This parcel is an irregular shaped lot that is roughly 270 feet in width by 430 feet in length. <br />Access to this parcel will be from a new driveway on Ross Street. Parcel 2 will be an 8.746 -acre <br />site that is currently occupied by three County Buildings: Building 10 (Hall of Administration), <br />Building 12 (Hall of Finance) and Building 14 (Public Defender) as well as surface and subterranean <br />parking areas. This lot is "L-shaped" and is approximately 620 feet wide at its greatest width and <br />800 feet in length, with access taken from several existing driveways on Civic Center Drive and <br />Santa Ana Boulevard.
