REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2019 <br />TITLE: <br />REAFFIRM ADOPTION OF A RESOLUTION TO <br />DESIGNATE SANTA ANA AS A RECYCLING <br />MARKET DEVELOPMENT ZONE (RMDZ) <br />(STRATEGIC PLAN NO. 3, 3, C) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />FEWIJ007NT61 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on ZO Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Reaffirm the adoption of a resolution to designate the City of Santa Ana as a Recycling Market <br />Development Zone (RMDZ) as a participant in the Orange County Recycling Market <br />Development Zone under the lead designation of the City of Huntington Beach. <br />Authorize the City Manager to forward the Resolution to the City of Huntington Beach for <br />inclusion in the regional Recycling Market Development Zone application to CalRecycle. <br />DISCUSSION <br />On July 7, 2015, the City Council adopted a resolution to designate the City of Santa Ana as a <br />Recycling Market Development Zone (RMDZ) as a participant in the Orange County Recycling <br />Market Development Zone under the lead designation of the City of Huntington Beach. On <br />September 15, 2015, the City Council reaffirmed a resolution to designate Santa Ana as a <br />participant in the Zone due to the addition of the County of Orange's desire to become a new <br />member of the Zone. <br />An RMDZ is an economic development and technical assistance program consisting of State <br />funded low interest loans, technical assistance, site selection, permitting assistance, and <br />assistance with obtaining recycle materials for manufacturing. Inclusion in an RMDZ is an <br />economic development tool that utilizes the growing supply of recycled and recyclable materials <br />to fuel new businesses, expand existing businesses, create jobs, increase local revenues, and <br />divert waste from landfills. Eligible businesses within an RMDZ may apply for low interest loans <br />of up to $2 million, and receive free business -to -business product marketing. <br />During the past three years, City and Chamber staffs have been marketing the RMDZ to all green <br />manufacturing companies that could benefit from RMDZ incentives during the City/Chamber <br />business retention visits. Over 50 qualified businesses were given information on the RMDZ and <br />55A-1 <br />
