ZOA No. 2019-01 <br />February 11, 2019 <br />Page 6 <br />REQUIREMENT <br />ISSUE AND PROPOSED AMENDMENT <br />Physical Education <br />Issue: <br />Activity Area Standards <br />Noise resulting from physical education or after-school sports activities can <br />Exempt or Analysis <br />Impact adjacent residents or tenants. <br />Proposed Amendment: <br />Physical education activity areas shall be designed so that their use does not <br />disturb the commercial or industrial uses during regular business hours and <br />residential uses between the hours of 8 p.m. and 7 a.m. As proposed, the <br />physical education activities will be relocated to the Inside of the building. <br />Maximum Student <br />Issue: <br />Enrollment <br />Number of students can dictate the level of impact on adjacent uses. More <br />Development, Objective No. 2 create new opportunities for business/job growth <br />students mean more cars or buses picking up or dropping off students, more <br />children on the playground and more noise <br />Proposed Amendment: <br />Student enrollment for the school shall not exceed the California State Public <br />School maximum class size per teacher. The City's General Plan Includes policies <br />that encourage land use decisions that support the preservation of existing <br />industrial uses. Although a single school will not destroy an industrial district, <br />a number of schoolsconcentrated in an industrial area could reduce the <br />viability of the area for industrial and manufacturing uses. <br />Proposed Amendment: <br />Only one public school shall be permitted on the site. <br />Table 4: CEQA. This <br />exemption applies to projects covered by the general rule that CEQA applies <br />only to projects that have the potential for causing a significant effect on the <br />environment.
