APPROVE A PRE -LOAN COMMITMENT OF $1,069,947 OF AFFORDABLE <br />HOUSING FUNDS, A 99-YEAR GROUND -LEASE, AND THREE PROJECT - <br />BASED VOUCHERS TO HOMEAID ORANGE COUNTY AND MERCY HOUSE <br />LIVING CENTERS FOR THE DEVELOPMENT OF THE FRANCES XAVIER <br />RESIDENCE PROJECT {STRATEGIC PLAN NO. 5, 3C} <br />RECOMMENDEDACTIONA) Authorize the Executive Director of the <br />Housing Authority and the Recording Secretary to execute a pre -loan <br />commitment letter with HomeAid Orange County ("HomeAid") with Mercy <br />House Living Centers ("Mercy House") as the service provider for <br />$1,069,947 in Low and Moderate Income Housing Asset Funds and a 99- <br />year ground -lease of 801, 809 & 809'/2 E. Santa Ana Blvd (APN: 398-303-04 <br />/ 398-303-05 / 398-303-06 / 398-303-07) for the development of the Frances <br />Xavier Residence affordable housing project, subject to non -substantive <br />changes approved by the Executive Director of the Housing Authority and <br />Authority General Counsel. <br />2) Approve an award of three (3) project -based vouchers and authorize <br />the Executive Director of the Housing Authority and the Recording <br />Secretary to execute an Agreement to Enter into a Project -Based Vouchers <br />Housing Assistance Payments Contract with HomeAid for the <br />development of the Frances Xavier Residence affordable housing project, <br />subject to non -substantive changes approved by the Executive Director of <br />the Housing Authority and Authority General Counsel. <br />HOUSING AUTHORITY MINUTES 2 JANUARY 15, 2019 <br />
