MEMORANDUM <br />To: Planning Commissioners Date: January 28, 2019 <br />From: Minh Thai, Executive Director of Planning and Building Agency <br />By: Candida Neal, Planning Manager <br />Subject: RECEIVE AND FILE: Planning Commission Subcommittees and Work Study Sessions <br />In 2015, the Planning Commission established two new Planning Commission committees: the <br />Design Review Committee to assist in the design review of certain development projects, and <br />General Plan and Zoning Advisory Committee to assist in the update of the City's General Plan, <br />Zoning Ordinance and Design and Development Standards. At the beginning of each fiscal year the <br />Planning Commission as a whole appointed three members to each committee. Meetings were <br />typically held at 4:30 pm prior to the regular Planning Commission meetings. <br />We operated using the subcommittees until 2018. Although the meetings were helpful, the direction <br />did not always reflect the entire Planning Commission and added additional time to the development <br />review process. <br />As previously discussed with the Planning Commission and Chair, it is best that future complex <br />matters be scheduled as study sessions. In these study sessions, staff will present information on the <br />proposal, with the entire Commissioners having the ability to provide general direction on issues they <br />would like to see addressed in the project or policy. We believe that this revised procedure will <br />improve transparency and expedite the development review process. <br />Future work study sessions could include: General Plan Focus Area Land Use Alternatives, <br />Development Streamlining Code Amendments, and the MainPlace Mall Reinvention. <br />
