Eligibility, Selection and Admissions Policies, including Deconcentration and <br />Waiting List Procedures <br />Recommendations: 1) Speed up the filtering process/review/approving process <br />of housing applications. 2) People that are already on housing should not be <br />able to apply for housing since they’ve already received housing assistance- <br />should be filtered out at the onset. 3) Change the waiting list priorities. Priority <br />should be given to senior citizens, disabled persons. 4) The waiting list should <br />be open more often. <br /> <br />d. Rent Determination Policies <br />Give priority to single bedroom and two bedrooms in rent determination since <br />those mainly serve senior citizens and disabled families. Approve rent at market <br />value or at 98% of the fair market rent to combat the increased rent. Owner <br />should accept housing because owners are still getting paid the same amount <br />of rent regardless of where the money is coming from. <br /> <br />e. Operation and Management <br />Recommends: Annual meetings should be done quarterly. Monthly electronic <br />Tenant Newsletter has potential to keep a tenant well informed & current. Can <br />also provide information regarding Gosection8, Housing Choice Voucher <br />program, portability program, listing of new units, new landlords, reminder <br />regarding reporting changes. Inspections help because any maintenance <br />issues can be addressed to the landlords <br />f. Grievance Procedures <br />Possibly giving more than 10 days if tenant needs to submit a grievance/request <br />a review. Provide more information, more frequently, in more languages. <br />Extend the 10 day to 30 days to file a grievance because the participant may be <br />in the hospital or is mentally unstable. State the obligations and procedures in <br />block letters and state the consequences if the participant fails. Provide <br />counsel, suggestions, recommendations and list options available, <br />consequences. Notification of consequences. <br /> <br />EXHIBIT 1 <br />4-18
