Recycled Water Master Plan <br />April 2, 2019 <br />Page 2 <br />expand in the community, the City would need to build and operate its own recycled water <br />system. There are many environmental and economic benefits of expanding recycled water use <br />throughout the community, including a source of lower-cost water, saving local resources, and <br />the ability to irrigate landscapes in times of drought. <br />A recycled water master plan is utilized by municipalities and water agencies as a systematic <br />means to identify and assess the best and most efficient means of developing a recycled water <br />system that meets the demands and expectations of the community. The 2019 City of Santa <br />Ana Recycled Water Master Plan (Plan) includes the development of a computerized hydraulic <br />model, identification of recycled water demand in the community, identification of recycled water <br />sources, and establishes an ordered list of capital improvement projects and costs. The Plan will <br />serve as the basis of future decisions regarding the potential expansion of recycled water in the <br />City, and assist the City in obtaining available grant funding for the identified projects. <br />The Plan establishes a Capital Improvement Program schedule and budget for the proposed <br />expansion of the system. The Plan provides focus to the areas of most immediate need and <br />where benefits may be achieved, and includes required infrastructure assets necessary to deliver <br />recycled water to new users. Highlights from the Plan include the following: <br />• Establishes four phases of recycled water system expansion <br />• Identifies a total of 448 potential recycled water customers consuming about 3,032 acre- <br />feet of recycled water annually <br />• Identifies an initial investment of $6.22 million to deliver an additional 1,185 acre-feet of <br />recycled water annually to 141 potential users <br />• Plans for expansion of the system to reach all major areas of the City <br />• Uses a format consistent with requirements of regulatory and grant funding agencies. <br />The City of Santa Ana Water Resources staff will utilize the Plan to pursue grant funding <br />opportunities and prepare future operations and capital improvements schedules with <br />corresponding budgets.
