Receive and file the 2018 State and Federal Legislative Scorecard <br />DISCUSSION <br />Legislative Platform <br />The Legislative Platform (Exhibit 1) is a tool to protect and promote the City's interests on priority <br />programs and projects, legislative proposals, and regulatory matters that may impact the City. <br />The Legislative Platform includes guiding principles and policy statements that allow City staff and <br />legislative advocates to address legislative and regulatory issues by providing a framework that <br />summarizes the City's position on policy issues and priorities, without precluding the <br />consideration of additional legislative and budget issues that may arise during the year. <br />The development of the 2019 State and Federal Legislative Platform included meetings with each <br />department to compile departmental goals that may be supplemented by legislation for the 2019 <br />calendar year. The 2019 State and Federal Legislative Platform proposes the new year's guiding <br />principles that focus legislative advocacy efforts on: 1) preserving local control; 2) promoting fiscal <br />stability; 3) supporting funding opportunities; and 4) maximizing regional collaboration and <br />cooperation. <br />State lobbyist Townsend Public Affairs, Inc. and Federal lobbyist Holland & Knight, LLP provided <br />recommendations in collaboration with Executive Management staff to set City priorities in the 2019 <br />Legislative Platform, which include, but are not limited to: Affordable Housing, Cannabis, <br />Homelessness and Economic Development, Housing Densities, Opportunity Zone Designation, <br />Park Bonds, Park Development, Recycled WaterMater Tax, and SB 2 Funding. <br />65A-1 <br />
