Commission discussion ensued regarding service <br />calls to the site, conditions of approval, and construction timeline. <br /> <br />Chair McLoughlin opened the Public Hearing. The following spoke on the matter. <br /> <br />• Emma Avalos: Concerned with patrons drinking alcohol outside of the restaurant and <br />loitering; would like more security; believes the cafè next door to this restaurant is a <br />gambling hall. <br /> <br />There were no other speakers and the Public Hearing was closed. <br /> <br />MOTION: Recommend that the City Council adopt an ordinance approving Zoning <br />Ordinance Amendment (ZOA) No. 2018-04 to amend several sections of Chapter 41 <br />(Zoning) of the Santa Ana Municipal Code (SAMC) and sections of Specific <br />Development No. 19 (SD-19)/French Park and Specific Development No. 40 (SD-40)/ <br />Heninger Park. <br /> <br />MOTION: Nguyen SECOND: Mendoza <br />VOTE: AYES: Contreras-Leo, McLoughlin, Mendoza, Nguyen, Verino (5) <br /> NOES: None (0) <br /> ABSTAIN: None (0) <br /> ABSENT: Alderete (1) <br /> <br /> <br />4.
