CONDITIONAL USE PERMIT NO. 2018-15 TO ALLOW THE SALE OF ALCOHOLIC <br />BEVERAGES FOR ON-PREMISE CONSUMPTION AT A RESTAURANT (WINGSTOP) <br />LOCATED AT 701 SOUTH HARBOR BOULEVARD, UNIT C <br /> <br />Legal noticed published in the Orange County Reporter on August 3, 2018 and notices <br />mailed on August 3, 2018. <br /> <br />Case Planner Mar provided a project overview which included a project description, site <br />description and project analysis. The applicant spoke in support of the matter. Discussion <br />ensued regarding the conditions of approval, proximity of other sites with alcohol for sale, <br />economic benefits, percentage of alcohol sales in comparison to food sales, and number <br />of Wingstop locations. Chair McLoughlin opened the Public Hearing. Discussion ensued regarding the conditions of <br />approval, encroachment, height of wall, project design, setback requirements, previous <br />property use, size of surrounding lots, open space, parking, and frequency of car <br />accidents in the vicinity. The applicant spoke in support of the matter. <br /> <br />Chair McLoughlin opened the Public Hearing. The following spoke on the matter. <br /> <br /> Irma Barrera spoke in opposition of the matter; concerned with the negative impacts <br />traffic will have on the surrounding neighborhood. <br /> <br />There were no other speakers and the Public Hearing was closed. <br /> <br />Commission generally agreed that there is a parking issue in the neighborhood but the <br />variances requested by the applicant do not have an impact on parking. <br />A-3
