The first column (1) of HCM/LOS values in <br />Table 12-3 presents a summary of existing traffic conditions. The second column (2) presents Year <br />2019 cumulative traffic conditions based on existing intersection geometry, but without any project <br />generated traffic. The third column (3) presents future forecast traffic conditions with the addition of <br />Project traffic. Column four (4) indicates whether the traffic associated with the Project will have an <br />impact based on the LOS standards defined in this report. The fifth column (5) presents the resultant <br />level of service with the inclusion of recommended traffic improvements, where needed, to achieve <br />an acceptable level of service. <br />12.3.1 Year 2019 Cumulative Traffic Conditions <br />An analysis of future (Year 2019) cumulative traffic conditions indicates that with the addition of <br />ambient traffic growth and related projects traffic, both state-controlled study intersections currently <br />operate an acceptable LOS C or better during the AM and PM peak hours. <br />12.3.2 Year 2019 Cumulative Plus Project Traffic Conditions <br />Review of columns (3) and (4) of Table 12-3 indicates that traffic associated with the proposed <br />Project will not significantly impact any of the two (2) state-controlled study intersections, when <br />compared to the LOS standards and significant impact criteria specified in this report. <br />Appendix E presents the Caltrans level of service calculation worksheets for the two (2) state- <br />controlled study intersections. <br />2-112
