Hazards and Hazardous Materials (Cont.) <br />Due to the age of the existing building, there is a potential <br />that asbestos containing materials (ACM) and, perhaps, lead- <br />base paint (LBP) may be present. Exposure to either ACM or <br />LBP may expose construction workers and people in the <br />vicinity of the project site to potential health risks. <br /> <br />MM HAZ-2 Asbestos Notification. SCAQMD Rule <br />1403 establishes notification and work practice <br />requirements to limit asbestos emissions from building <br />demolition and renovation activities. State law requires <br />that a copy of the asbestos demolition notification form be <br />provided to Building and Safety personnel prior to the <br />issuance of a demolition permit. Local governments are <br />responsible for the asbestos notification process. <br /> <br />Implementing Entity: Project applicant/ <br />developer and City of Santa Ana Planning <br />and Building Agency (Building Safety <br />Division) <br />Monitoring Agency: City of Santa Ana <br />Planning and Building Agency (Building <br />Safety Division) and the South Coast Air <br />Quality Management District (SCAQMD) <br />Timing: Prior to and during demolition/ <br />construction phase <br /> <br />MM HAZ-3 Lead Based Paint Removal. Prior to the <br />issuance of a permit for demolition of any structure, a <br />licensed LBP professional shall be contracted to evaluate <br />the structure for LBP. If LBP is discovered, it shall be <br />removed according to proper abatement procedures <br />recommended by the consultant and in accordance with <br />SCAQMD, State of California and Federal requirements. <br />Only LBP trained and certified abatement personnel shall <br />be allowed to perform abatement activities. All LBP <br />removed from these structures shall be hauled and <br />disposed of by a transportation company licensed to <br />transport this type of material. In addition, the material <br />shall be taken to a landfill or receiving facility licensed to <br />accept the waste. Following completion of the LBP <br />abatement, the LBP consultant shall provide a report <br />documenting the abatement procedures used, the volume <br />of LBP removed, where the material was moved to, and <br />include transportation and disposal manifests or dump <br />tickets.
