REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 19, 2019 <br />TITLE: <br />APPROVE AGREEMENT TO APPOINT <br />KRISTINE RIDGE AS CITY MANAGER <br />EFFECTIVE MAY 1, 2019 <br />(STRATEGIC PLAN NO. 7) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct and authorize the Mayor and Clerk of Council to execute the attached Employment <br />Agreement appointing Kristine Ridge as the City Manager for the City of Santa Ana. <br />DISCUSSION <br />This staff report seeking approval of the proposed City Manager Employment Agreement has been <br />modified to include a more complete discussion of the fiscal impacts. <br />The City Charter Section 500 authorizes the City Council to appoint a City Manager. The City <br />Manager is the chief administrative officer of the City who, under the direction of the City Council <br />is responsible for the proper administration of all affairs of the City. <br />The proposed Employment Agreement, a copy of which is attached as Exhibit 1, is the Agreement <br />the City Council Ad Hoc Committee comprised of Mayor Pulido, Mayor Pro Tem Villegas and <br />Councilmember Penaloza is recommending that the City Council approve. The Agreement <br />provides for all of the following: <br />• Term: The agreement is for a term of three (3) years. The Agreement contains an evergreen <br />provision, which automatically renews the term on an annual basis absent City Council <br />action to the contrary. <br />• Salary and Pay: The agreement provides an annual salary of $290,000, $19,000 deposit to <br />the 457 deferred compensation plan and a car allowance of $500 per month. <br />Benefits: The agreement provides for the same benefits provided to Executive Directors <br />pursuant to the Resolution adopted by Council, and as that may be revised from time -to - <br />time, except as expressly provided for in the agreement. <br />25D-1 <br />
