REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />APRIL 16, 2019 <br />TITLE: <br />APPROVED <br />ADOPT A RESOLUTION AFFIRMING <br />❑ As Recommended <br />PROJECTS FOR SB1 FUNDING IN THE <br />❑ As Amended <br />❑ Ordinance on Reading <br />AMOUNT OF $5,598 541 FOR FISCAL YEAR <br />❑ 2n <br />Ordinance on tl Reading <br />2019-20 CAPITAL IMPROVEMENT <br />❑ Implementing Resolution <br />PROGRAM <br />❑ Set Public Hearing For <br />(STRATEGIC PLAN NO. 6, 1G) <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a Resolution affirming the Fiscal Year 2019-20 SB -1 Projects List and anticipated funding in <br />the amount of $5,598,541, which is required to be submitted to the California Transportation <br />Commission (CTC) for budgeting the Fiscal Year 2019-20 Capital Improvement Program (CIP) and <br />for City eligibility to receive Road Maintenance and Rehabilitation Account Funding. <br />DISCUSSION <br />Senate Bill 1 (SB -1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), <br />was passed by the Legislature and signed into law by the Governor in April 2017, to address basic <br />road maintenance, rehabilitation, and critical safety needs on both the state highway and the local <br />streets systems. The funding guidelines specify that before local agencies can receive their <br />apportionment of RMRA funds in a given fiscal year, they are required to adopt a resolution with a <br />list of proposed projects (Exhibit 1). <br />The City will receive an estimated $5,598,541 in FY 2019-20 from RMRA funds, but to maintain <br />eligibility, the City must submit a resolution with the project list to the CTC by May 1, 2019. Each <br />RMRA-funded project must be specifically differentiated from the Highway Users Tax Account <br />funding, and project nominations must include a project description, specific location, proposed <br />schedule for its completion, and the estimated useful life. <br />The proposed projects are being incorporated into the FY 2019-20 Capital Improvement Program <br />(CIP) Budget, and staff has prepared FY 2019-20 CIP Project Sheets (Exhibit 2) for each of the <br />projects. <br />The City must annually submit proposed RMRA projects list to the CTC, and as required, provide <br />updates on the project progress. Therefore, staff recommends that the City Council adopt a <br />resolution recognizing the proposed project list which will utilize FY 2019-20 RMRA funds. <br />55A-1 <br />
