I am the Golden State Manufactured -home Owners League (GSMOL) Zone C <br />Vice President for LA Orange and San Bernardino Counties, and a former GSMOL State President. <br />GSMOL is a statewide advocacy that fights for the rights of mobilehome homeowners at the local level and at <br />the Legislative level and has been successful since 1962 in getting laws passed to protect all people living in <br />mobilehome parks. <br />It has come to our attention that seniors, veterans, disabled and other low-income mobilehome homeowners in <br />the City of Santa Ana are being threatened with economic eviction, causing the loss of their homes and <br />everything they have saved and paid for all their lives. Many still have mortgage. They need protection. <br />Many have no family and are facing the horrible prospect of being homeless and living among the habitual <br />druggies and others who prey upon these citizens, especially the elderly citizens who are in their 70's, 80's and <br />90's. <br />Something has to be done! <br />We would like to work with you to address these serious problems by suggesting that a study be started <br />regarding these extreme rent increases. A Moratorium on mobilehome rent increases is one option that has <br />worked successfully throughout State while a mobilehome Rent Stabilization Ordinance (RSO) is prepared and <br />reviewed. There are currently 110 cities and counties in the State that have RSO's. <br />GSMOL has been working closely with mobilehome homeowners in Anaheim, Fullerton and Westminster to <br />help institute a fair Rent Stabilization Ordinance in each of these cities which would allow the park owners a <br />fair return on their investments and also enable the homeowners to be able to afford to live in the homes that <br />they spent their life -savings on. <br />The GSMOL Corporate Attorney Bruce E. Stanton, Esq. is the expert on RSO's in California, having written <br />numerous ones throughout the State. His advisory services will be available to the City. <br />The latest RSO that GSMOL has been supporting is for the unincorporated areas of LA County. We had been <br />working closely with the LA County Board of Supervisors and they consequently placed a Moratorium on the <br />rents at 3% max increases while the RSO is being written and reviewed. The Rent Stabilization Ordinance <br />should be completed prior to the end of 2019. <br />This can also be accomplished in Santa Ana. <br />Please protect these vulnerable citizens to save their homes and allow them to live their lives in a dignified and <br />safe mobilehome community. <br />Thank you for listening to me this evening, <br />I <br />
