April 16, 2019 <br />The City Council of Santa Ana, CA <br />22 Civic Center Drive, <br />Santa Ana, Ca 92701 <br />RE: Santa Ana City Council Meeting of April 16, 2019, Agenda Item #85A <br />Honorable Mayor, and members of the City Council of Santa Ana: <br />I am the "junior most" senior currently living at Bali Hi Senior Park and Mobile Lodge in <br />Santa Ana, CA. Our 154 residents range from age 60 to 102, with the vast majority over <br />age 70. My research reveals that there are 2 kinds of seniors currently residing at Bali <br />Hi: those who are RETIRED living on fixed income streams, and those who are still <br />working because they simply could not make ends meet, at their age, and with their <br />declining health conditions. <br />I am enclosing today two exhibits: <br />1. The signed petition of almost all Bali Hi residents who is jointly protesting the <br />upcoming exorbitant "Space Rent" raise ranging from 7% - 35%, devastating our oldest, <br />and longest living residents the most! <br />2. Our earnest request for a citywide moratorium on all upcoming "Space Rent" <br />increase for Bali H! residents, beginning with June 1, 2019, so that both sides has <br />ample time to negotiate and affordable and acceptable "Rent Stabilization Agreement" <br />for the next 3-5 years. We shall endeavor to work out the details with the owner, not the <br />conflicted park manager. <br />3. A copy of U.S. Representative Lou Correa's letter addressing the exact same <br />problem at Rancho LaPaz, a senior park bordering Anaheim and Fullerton. <br />Space rents have risen for some of us at Bali Hi as much as 25% over the last 3 years, <br />after J&H Asset Property Management,. Incorporated of Yorba Linda, CA <br />(www.JANDHMGT.com) took over managing he park. This company has raised prices <br />without discussing the actions with us behorehand, thus breaking their promises, over <br />the past 4 years. Because, J& H manage a large portfolio of Family Mobile Home Parks, <br />and they earn a % of the total revenues collected, they wanted to price us out of our <br />Senior park with predatory tactics they currently use elsewhere, while block Bali Hi <br />residents from communicating directly with the park's owner. <br />I am here today to "CRY FOULI" and to "CRY FOR HELPI" on behalf of my fellow <br />Space Renters and Senior Residents of Bali Hi. <br />PLEASE HELP STOP J&H'S PREDATORY PRACTICES ON VULNERABLE SENIORS <br />LIKE USI <br />Please STABILIZE my SPACE RENT at 3% A YEAR, or index it to the CPI. <br />
