Both agencies believe that implementation of <br />the 2027, 2018, and 2019 Edward Byrne Memorial Justice Assistance Grant (JAG), <br />as described within this proposal, will further these goals. Each agency agrees to <br />participate in the JAG Program, if selected for funding, as outlined herein. <br />The County of Orange (JAG fiscal agent) will closely monitor JAG services and activities <br />with the City of Santa Ana through: <br />• Funding will provide for gang enforcement activity with suppression details working <br />overtime to target specific enforcement of gang members involved in violent <br />behavior. These officers will be deployed directly into the neighborhoods being <br />most negatively impacted by gang activity and will be funded for the three-year <br />grant period. <br />• Enforcement related activities will be coupled with an educational component, <br />which will enhance public understanding, trust and confidence. <br />• Additionally, Santa Ana Police Volunteer, Johanna Scillieri, will meet the <br />requirements as a member of the local JAG Steering Committee and attend <br />regularly scheduled quarterly meetings to discuss strategies, timetables and <br />implementation of mandated services. <br />• The use of selective enforcement overtime, response to community complaints, <br />coupled with crime analysis data, allows resources to be specifically deployed in <br />areas of Increased criminal activity during time frames found to be most beneficial <br />to project goals: <br />o Contact gang members and individuals involved in crimes of public disorder <br />to gain intelligence, investigative information and ensure problem solving <br />for prosecutorial purposes while striving to resolve longstanding community <br />concerns. <br />o Increase the number of arrests and successful prosecution of gang <br />members. <br />o Increase the number of community complaints resolved. <br />o Reduce the fear gang members evoke in the community and decrease <br />community concerns through high visibility police presence and <br />enforcement activities. <br />o Offer enhanced educational opportunities through schools, community <br />associations and neighborhood watch groups. <br />• Effective grant performance period dates: October 1, 2019 to September 30, 2022 <br />
