11.13 Maintenance. At all times during the term of this Agreement, Developer <br />shall cause the Property and the Project to be maintained in a decent, safe and sanitary <br />manner, regardless of cause of the disrepair. Developer shallbe fully and solely responsible <br />for costs of maintenance, repair, addition and improvements. City, and any of its <br />employees, agents, contractors or designees, shall have the right to enter upon the Property <br />at reasonable times and in a reasonable manner to inspect the Project. <br />11.14 Property Maintenance Agreement. Developer shall execute a <br />maintenance agreement with the City prior to occupancy, which shall be recorded against <br />the Property, and which shall be in a form reasonably satisfactory to the City Attorney. <br />11.15 Management Plan. Prior to issuance of a Certificate of Occupancy, <br />Developer shall submit for the reasonable approval of the City a "Management Plan" that <br />sets forth in detail Developer's property management duties, a tenant selection process in <br />accordance with this Agreement, a security system and crime prevention program, the <br />procedures for the collection of rent, the procedures for eviction of tenants, the rules and <br />regulations for the Property and manner of enforcement, a standard lease form, an operating <br />budget, the identity and emergency contact information of the professional property <br />management company to be contracted with to provide onsite property management <br />services at the Property, and other matters relevant to the management of the Property. <br />11.16 Crime Free Housing. Developer shall work with City staff to develop a <br />crime free housing policy, procedure, and design plan. <br />11.17 Onsite Parking Management Plan. Developer shall provide onsite <br />parking for residents and visitors of the Project and actively monitor the parking demand <br />of the Project site. Developer shall continually monitor and take appropriate measures to <br />manage the parking demand of the Project site to mitigate the use of offsite parking spaces <br />on private or public properties and/or right-of-way. Prior to issuance of a Certificate of <br />Occupancy, Developer shall submit a Parking Management Plan which will include but <br />not be limited to: 1) a list of requirements for any tenants who park their vehicles on -site; <br />2) pre -conditions and ongoing conditions associated with all on -site parking; and 3) towing <br />policies and practices of management. Developer shall obtain approval from the City for <br />said plan. <br />11.18 Conflict of Interest. Developer shall comply with and be bound by the <br />conflict of interest provisions set forth in all applicable state regulations pertaining to <br />conflict of interest. <br />11.19 Monitoring. Developer shall allow the City to conduct periodic inspections <br />of each of the assisted units on the Property after the date of construction completion, with <br />reasonable notice. Developer shall cure any defects or deficiencies found by the City while <br />conducting such inspections within ten (10) business days of written notice thereof, or such <br />longer period as is reasonable within the sole discretion of the City. <br />11.20 Recertification of Tenant Income. <br />
