Exhibit A <br />ENVIRONMENT I PLANNINs 1 DEVELOPMENT <br />SOLUTIONS, INC. <br />1. SCOPE OF SERVICES <br />The scope of services provided by EPD include all three services requested by the City's RFQ: A. <br />Environmental Services, B. Technical Studies, and C. Staffing Services. As described in 2. Firm and Personnel <br />Experience, EPD staff members are extremely knowledgeable, experienced, and familiar with federal, <br />state, and local regulations, including the Santa Ana Municipal Code and General Plan, CEQA, and NEPA. <br />EPD has significant experience attending City Council, City Commission, and neighborhood meetings. <br />EPD's Project Manager for the City of Santa Ana (Konnie Dobreva) and EPD staff will be extremely <br />responsive, and maintain excellent working relationships with project applicants, property owners, <br />developers, and City staff. EPD is committed to providing adequate staffing levels at all time to adhere to <br />established schedules. Furthermore, EPD will provide services under the direction of City staff. <br />A. ENVIRONMENTAL SERVICES <br />PREPARATION AND REVIEW OF ENVIRONMENTAL <br />DOCUMENTS AND TECHNICAL STUDIES/MEMORANDUMS <br />In the outline of tasks below, we demonstrate our team's approach and organization necessary to prepare <br />various types of environmental documents and technical studies/memorandums, including the issues involved <br />and plans to address them. The scope of services details the process EPD proposes to use in efficiently <br />producing reliable, quality, and defensible environmental documents for the City as part of CEQA and NEPA <br />compliance, and assisting with cultural and biological monitoring requirements during construction efforts. <br />EPD's approach to environmental analysis and regulation compliance is to assess early and often the projects <br />against environmental requirements and be an active participant in concert with the City as projects are <br />proposed, considered by City decision makers, and implemented. Our desire to be involved is with the <br />intention of streamlining the environmental review process by guiding and informing the design, approval <br />and construction processes to avoid significant environmental effects to extent feasible, limit project delays, <br />reduce costs, and prevent unforeseen issues from arising related to environmental compliance. <br />Task 1. Project Initiation <br />Environmental Compliance Strategy <br />When assigned a project pursuant to this RFQ, EPD will develop a project environmental compliance strategy <br />in close coordination with the City Santa Ana. This will come from an early and thorough assessment of the <br />environmental and regulatory conditions in which the project will be considered and executed. EPD will <br />identify project stakeholders and critical issues of concern, and will work with the City to the understand the <br />project objectives. This task includes preliminary plan and document reviews, conference calls or meetings <br />with City Staff, and site visits to help identify environmental impact areas and technical studies that would <br />be required. EPD will also review project plans and other project documentation, the City of Santa Ana's <br />General Plan and Municipal Code, and any relevant regulatory documents and studies to assist in <br />understanding the framework within which the project is going to be implemented. EPD will review all options <br />when recommending the appropriate environmental document required for CEQA or NEPA compliance. This <br />includes the use of Statutory or Categorical Exemptions, Findings of No Significant Impacts (FONSis), <br />Addendums, preparation of Negative or Mitigated Negative Declarations, or preparation of an EIR/EIS. <br />EPD will present its findings to the City in a memorandum for consideration as a guide for the later steps. <br />
