communication with the City and other responsible agencies (e.g., Caltrons, other cities, or the County of <br />Orange). As part of the environmental documentation task, EPD will prescribe avoidance, minimization, and <br />mitigation measures, as needed, that are effective while also being feasible. To expedite the process, we <br />prepare a complete screencheck document for review and comment, which is more efficient than submittal <br />of selected sections on an incremental basis. Adequate time will be provided in the project schedule for the <br />City's review of the screencheck and final drafts. <br />Public Review, Response to Comments, and Mitigation Monitoring Program <br />The public review period and response to comments are dependent on the level of CEQA/NEPA document <br />prepared. For example, an Addendum and an Exemption require no public review period, while an EIR <br />requires a 45-day public review period. Following the close of the public comment period, if required, EPD <br />will review any comments regarding the contents of the environmental document. A strategy meeting will be <br />held with the City to discuss the comments, the City's preferred format for the responses, and to identify any <br />information or data needs from City staff or the applicant team to address the comments. EPD will prepare <br />a draft Response to Comments document, coordinating with the City for assistance as necessary. If necessary, <br />the draft environmental document will be revised to reflect any substantial changes made in Response to <br />Comments. <br />A Mitigation and Monitoring Program (MMP) will be prepared pursuant to Section 21081.6 of the Public <br />Resources Code. It will be presented in standard City format and will identify the significant impacts that <br />would result from the project, mitigation measures for each impact, the time at which each measure will need <br />to be conducted, the entity responsible for implementing the mitigation measure, and the City department <br />or other agency responsible for monitoring the mitigation effort and ensuring its success. <br />EPD will provide information and/or attend meeting(s) as requested by the City's project manager as the <br />process moves forward, including Planning Commission and City Council meetings. Additionally, EPD will assist <br />with or manage the filing of required public notices when environmental documents are completed and ready <br />for public review and subsequent to approval. <br />Task 3. Peer Review and Prepare Technical Reports/Memorandums <br />Preparation of Technical Studies <br />Preparation of the Project Description in conjunction with the kick-off meeting will ensure the efficient initiation <br />of any necessary technical studies not provided by the City. EPD will oversee the preparation of all internal <br />and subconsultant technical studies. EPD has staff with technical expertise, as well as partner firms, that are <br />experts in the following areas: <br />• Air Quality Impact Analysis <br />• Biological Resources Assessment <br />• Geological and Soil Analysis <br />• Greenhouse Gas (GHG) Impact Analysis <br />• Traffic Impact Analysis <br />• Health Risk Assessments <br />• Noise Impact Analysis <br />• Environmental Site Assessments <br />• Cultural and Paleontological Resources Assessment <br />• Historical Resource Assessment <br />• Hydrology and Water Quality Analysis/WQMP <br />• Utility and Sewer Assessments <br />• Water Supply Assessments <br />Our long-standing working relationships with our partner firms result in high quality technical documents that <br />adequately address CEQA thresholds, leading to clear, concise, and legally defensible environmental <br />documents. EPD will communicate regularly with the City's project manager during the preparation of <br />technical studies, providing updates on projected findings and impacts, and If unexpected issues arise.
