Mr. Villegas and Ms. Jurado provided established joint use efforts related to the 6:00 <br />a.m. to 6:00 p.m. school use and City use after 6:00 p.m. Mr. Church, Principal at Godinez <br />Fundamental High School provided additional information on the written joint use and <br />requested to amend the agreement for respected facilities, impact on community, and <br />provided examples on a range of issues. Conversation with collaborative efforts to identify <br />issues such as fees on rentals, co-sponsorship for police services, charges to Godinez for <br />the use of its own facility, and resolve the theater issue. <br />It was stated that there is an obligation with the federal government/National Park <br />Service and that there is a Technical Advisory Committee that meets monthly with Mr. <br />Williams and issues are resolved; it was requested to invite Mr. Church to the monthly <br />meeting. In addition, Santa Ana Police Department (SAPD) and SAUSD Police <br />Department should meet. Also noted to improve process on prioritizing school related <br />programs. <br />SAIJSD Police Chief Smith, provided information on security issues within SAUSD; <br />single point of entry, adequate fencing, security cameras, and lighting. District Safety <br />Officers are a presence and facilitate, however, they do not provide security for adequate <br />standards and brought forward the concern because Godinez is not secure if the SAPD <br />issues a lockout the ratio pf population is vulnerable. Mr. Villegas indicated to secure area <br />one hundred percent; possible fence, fence a portion, lock up and open at 6:00 p.m. City's <br />obligation is to have open for recreational use. Ms. Amezcua asked if there are regulations <br />for a fence. Mr. Williams suggested a decorative fence or rolling gate style with typical <br />gates. A. diagram will be proposed to Mr. Williams by the City. <br />Dif event issues related to scheduling per Mr. Benavides; security, fencing, cleanliness, <br />and fee's with an approach to address one issue at time. Godinez Ftmdamental High School <br />is at Centennial Park and not everyone in community are Godinez parents. Ms. Amezcua <br />request clear communication and to be mindful. <br />Mr. Palacio provided a handout related to partnership guidelines; shared maintenance, <br />shared capital investment, shared capital replacement, and shared revenue. Partnership <br />challenges: Centennial Park master plan limitations — City and District staff should meet <br />to realign / unable to maintain dirt field. Added program scheduling, master plan and <br />alternative funding for other options. Mr. Tmajero added to submit application to lobbyist <br />to bring in revenue. Mr. Villegas was on board, but to keep in mind the federal restrictions <br />and or limitations. <br />Dr. Phillips suggested exploring, by contacting the federal government, applying for <br />grants, and look for additional finds. Mr. Godinez stated there is room for improvement, <br />National Park Service memorandum of understanding. Mr. Benavides added that before <br />any commitment; make sure all City Council is in. <br />14s. Amezcua asked for clarification of food sales at the Eddy West Field. Ms. Jurado <br />stated evecyone is treated the same; during the reservation process, procedures are given to <br />sell food — health care agency is involved. Ms. Amezcua asked District staff to provide list <br />of school principals to the City. <br />
