EXHIBIT 2 A. Award Notices. Following the evaluation process HUD will notify successful applicants of their selection for funding. HUD will also notify all other applicants, whose applications were received by the deadline, that have not been chosen for award. Notifications will be sent by email to the person listed as the AOR in item 21 of the SF -424. B. Administrative, National and Department Policy Requirements. For this NOFA, the following requirements apply: Equal Access to HUD -assisted or HUD -insured Housing. HUD is committed to ensuring that its housing programs are open to all eligible individuals and families regardless of sexual orientation, gender identity or marital status. HUD funding recipients and subrecipients must comply with 24 CFR 5.105(a)(2) in connection with determining eligibility for housing assisted with HUD funds or subject to an FHA -insured mortgage, and in connection with making such housing available. This includes making eligibility determinations and making housing available regardless of actual or perceived sexual orientation, gender identity, or marital status, and prohibiting inquiries about sexual orientation or gender identity for the purpose of making eligibility determinations or making housing available. Applicants are encouraged to become familiar with these requirements, HUD's definitions of sexual orientation and gender identity at 24 CFR 5.100, clarifications to HUD's definition of family at 24 CFR 5.403, and other regulatory changes made through HUD's Equal Access Rule, published in the Federal Register at 77 FR 5662 (Feb. 3, 2012). Participation in a HUD -Sponsored Program Evaluation. As a condition of the receipt of financial assistance under a Program NOFA, all successful applicants will be required to cooperate with all HUD staff, contractors, or designated grantees performing research or evaluation studies funded by HUD. For this NOFA, a HUD -Sponsored Evaluation may include an evaluation supported by HUD, but financially sponsored and/or directed by another Federal agency. This may require cooperation with other Federal staff, contractors, or designated grantees performing research or evaluation studies supported by HUD. If HUD or a Federal agency partner sponsors an evaluation, award recipients will be required to participate in the evaluation and to follow all evaluation protocols established by HUD, its Federal partners, or their designated contractors. If an evaluation involves random assignment of families and/or youth, award recipients will be expected to abide by random assignment procedures and facilitate the random assignment process. Drug -Free Workplace. Recipients and subrecipients receiving funds from HUD are subject to 2 CFR part 2429, which implements the Drug -Free Workplace Act of 1988 (41 U.S.C. 701, et seq.), as amended, and required to provide a drug-free workplace.
