Conduct a public hearing in consideration of the approval and submission of the Housing <br />Authority Annual Plan to the United States Department of Housing and Urban Development. <br />2. Adopt a resolution to approve the Annual Plan and authorize the Executive Director of the <br />Housing Authority to submit the Annual Plan to the United States Department of Housing <br />and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting on February 28, 2019, by a vote of 6:0 (Aguinaga, Garcia, and Urzua <br />absent), the Community Redevelopment and Housing Commission approved the recommended <br />action. <br />DISCUSSION <br />The United States Department of Housing and Urban Development (HUD) requires housing <br />authorities that administer a Housing Choice Voucher (HCV) program to have an Annual Plan <br />and HCV Program Administrative Plan. The purpose of the Housing Authority of the City of <br />Santa Ana (SAHA) Annual Plan is to advise HUD, program participants, applicants, and <br />members of the public on our policies, programs, operations, and strategies for meeting local <br />housing needs and goals. The purpose of the HCV Administrative Plan is to establish policies for <br />administering the Housing Choice Voucher Program in a manner consistent with HUD <br />requirements, local goals, and objectives contained in SAHA's 5 -Year Plan and Annual Plan. <br />The Annual Plan (Exhibit 1) provides detailed information about the current operations of the <br />Santa Ana Housing Authority. As required by HUD, three Resident Advisory Board meetings <br />were held on January 22, 2019 with approximately 22 residents who receive assistance from the <br />housing authority. The three meetings were conducted in three languages: English, Spanish, <br />4-1 <br />
