REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 7, 2019 <br />TITLE: <br />ADOPT A RESOLUTION OF INTENT TO <br />CHANGE WARD BOUNDARIES OF <br />WARD 3 IN CONJUNCTION WITH THE <br />COUNTY ISLAND ANNEXATION <br />PROPOSED AT THE NORTHEAST <br />CORNER OF SEVENTEENTH STREET <br />AND TUSTIN AVENUE <br />(STRATEGIC PLAN NOS. 3, 2; 3, 5) <br />t <br />CITYUANKGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1"Reading <br />❑ Ordinance on 2°d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution declaring the City of Santa Ana's intent to change ward boundaries of Ward 3 <br />in conjunction with the proposed Island Annexation of County lands located at the Northeast corner <br />of Seventeenth Street and Tustin Avenue, and set a public hearing for June 4, 2019. <br />In June 2018, the City Council directed staff to initiate the process to annex a 24.78-acre County <br />Island generally located at the northeast corner of Seventeenth Street and Tustin Avenue. Since <br />Council's direction, staff has been working with the County of Orange, the City of Tustin and the <br />Orange County Local Agency Formation Commission (LAFCO) to complete the work necessary to <br />present the annexation of the 24.78-acre site to the City Council for approval. City Charter Section <br />101.2 states that ward boundaries may be altered under certain conditions, including as part of an <br />annexation action. Further, Charter Section 101.4 directs the City Council to pass a resolution <br />declaring its intent to make such changes prior to actually changing ward boundaries. <br />The proposed action adopting a resolution for the Notice of Intent will be in compliance with the City <br />Charter (Exhibit 1). An ordinance approving the change in ward boundaries will be brought to Council <br />along with actions needed to approve the annexation. It is anticipated that these actions will be <br />presented to the City Council on June 4, 2019. <br />STRATEGIC PLAN ALIGNMENT <br />This item supports the City's efforts to meet Goal #3 - Economic Development, Objective #2 (create <br />new opportunities for business/job growth and encourage private development through new <br />12A-1 <br />
