REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 7, 2019 <br />TITLE: <br />APPROVE AGREEMENT WITH <br />UTILIWORKS FOR AUTOMATED METER <br />INFRASTRUCTURE PLANNING AND <br />IMPLEMENTATION SERVICES IN AN <br />AMOUNT NOT TO EXCEED $896,530 <br />(NONGENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Utiliworks <br />Consulting, LLC., to provide Automated Meter Infrastructure planning and implementation services, <br />for a four-year period commencing May 7, 2019, and expiring May 6, 2023, with the provision for a <br />one-year extension, in an amount not to exceed $896,530, including an $815,027 project fee and <br />a 10% contingency of $81,503 in the Water Administration and Engineering Fund, for the term of <br />the agreement, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The City of Santa Ana supplies potable water to over 45,000 customers, which includes all of the <br />City's 334,800 -plus residents, businesses, and institutions. The customers are metered by <br />traditional water meters; these meters are manually read every two months to collect the meter <br />readings, then the data is processed to generate the water bill. <br />As of October 2016, Black & Veatch, Inc., completed an Automated Metering Infrastructure (AMI) <br />feasibility study, which concluded that it is more efficient and most effective for the City to upgrade <br />its water metering system to AMI. The AMI project is estimated to take 3 years to implement at a <br />total cost of approximately $16.6 million and would yield approximately $10.0 million in benefits. In <br />2018, with the support of Assemblymember Daly, the State of California awarded the City a $4.0 <br />million grant for implementation of an AMI system. The Public Works Agency continues to pursue <br />additional grant and low interest loan opportunities to deliver this project at the best value. <br />The proposed AMI system will meet the City's strategic goals by providing an enhanced customer <br />service portal, customer water consumption data availability, distribution leak detection system, <br />25G-1 <br />
