ZOA No. 2019-01 <br />February 11, 2019 <br />Page 5 <br />an SD to allow a mixed-use development that is not permitted by the City's existing residential or <br />commercial zoning districts. For this specific proposal, the applicant is proposing to amend the <br />SD -82 document to allow schools. In response to this application, staff is proposing that SD -82 <br />be revised per Table 3 on the following page: <br />Table 3: Permitted Uses and Operational Standards for SD -82 <br />REQUIREMENT <br />ISSUE AND PROPOSED AMENDMENT <br />PERMITTED USE: <br />Issue: <br />Currently, schools, affiliated with churches, are permitted in SD -82 as an <br />Allow Schools as a <br />ancillary use as an ancillary use to a church. Schools not affiliated with a <br />Permitted Use In SD -82 <br />church are not specified as a permitted use. <br />Proposed Amendment: <br />As proposed, schools will be allowed by -right, no CUP is required, but schools <br />must comply with specific development and operational standards. <br />STANDARDS: <br />Issue: <br />School traffic may conflict with local traffic patterns and adjacent uses. In <br />Circulation and Parking <br />primarily industrial districts, like SD -82, the impacts could be particularly <br />Management Plan <br />severe. <br />Proposed Amendment: <br />The school shall prepare a Circulation and Parking Management Plan subject <br />to review and approval by the Planning Manager or her designee. The Plan <br />shall address parking, onsite circulation and drop off and pick up. The Plan <br />shall identify how the school shuttles {currently 3 daily) will pick-up and drop- <br />off students within the front parking lot. The Plan Shall also Identify how the <br />shuttles will operate at maximum capacity (approximately 10 shuttles). The <br />Plan shall be designed to accommodate the projected school population and <br />to ensure that there is no vehicle queuing off-site or conflicts with the adjacent <br />industrial buildings to the north and west of the site. A traffic analysis may be <br />— <br />required to demonstrate compliance. - <br />Annual Special Events <br />Issue: <br />Program. <br />Schools typically hold a number of special events in the evening throughout <br />the year. These events may create short-term, localized parking or noise <br />impacts that could affect neighboring businesses. These impacts can be <br />mitigated If the neighbors are informed prior to the event. <br />Proposed Amendment. <br />The school shall submit an Annual Special Events Program to Planning Staff <br />and the local association at least 15 days prior to the start of school. The <br />program shall include provisions for nottflcation of neighbors within SD -82, <br />vehicle circulation, and parking during special events at the school. <br />75A-17 <br />
