REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 21, 2019 <br />TITLE: <br />AMEND FISCAL YEAR 2017-18 AND 2018-19 <br />CAPITAL IMPROVEMENT PROGRAMS TO <br />REALLOCATE $200,000 FOR TRAFFIC <br />SIGNAL OPERATIONS (NON -GENERAL <br />FUND) (STRATEGIC PLAN NOS. 6, 1G) <br />C MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Amend the Fiscal Year 2017-18 and 2018-19 Capital Improvement Programs by removing <br />$200,000 in unspent Measure M2 Fairshare funding from the Traffic Signal Equipment <br />Replacement (Project No. 18-6914) and reallocating the funds to Traffic Signal Operations <br />(Project No. 19-6720). <br />The Public Works Agency is responsible for operations and maintenance (O&M) of the City's <br />traffic management system, vital to sustaining a safe and efficient roadway system for <br />pedestrians and traveling motorists. The system includes traffic signals, closed circuit cameras, <br />flashing crosswalk beacons, speed feedback signs, and the traffic management center. The <br />annual O&M cost for the system is about $1.4 Million using Gas Tax funds. Key cost categories <br />to operate the traffic management system include Utilities, Maintenance and Repair, and <br />Contract Services. <br />Due to significant reductions in Gas Tax revenue this year, the traffic signal maintenance budget <br />is insufficient to continue traffic operations through the end of fiscal year 2018-19. To offset the <br />shortfall, staff recommends postponing the Traffic Signal Equipment Replacement (Project No. <br />18-6914) from the Capital Improvement Program (CIP), and reallocating $200,000 for traffic <br />signal operations. The reallocated funds will allow continued operations and maintenance of the <br />traffic management system through the end of fiscal year 2018-19. <br />CIP Project No. 18-6914 - Traffic Signal Equipment Replacement was intended to replace <br />outdated traffic signal and monitoring equipment such as traffic signal cabinets, controllers, and <br />communication devices. Although equipment replacement is important, ongoing traffic signal <br />operations and maintenance is a higher priority not only to maintain traffic mobility, but also to <br />maintain public safety. Traffic Signal Equipment Replacement Project (CIP 18-6914) will be <br />budgeted in Fiscal Year 2019-20 using Measure M2 Local Fairshare Funds to complete the <br />project. <br />2313-1 <br />
