REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 21, 2019 <br />TITLE: <br />AMEND COOPERATIVE AGREEMENT WITH <br />ORANGE COUNTY TRANSPORTATION <br />AUTHORITY FOR WESTMINSTER <br />AVENUE/17TH STREET CORRIDOR <br />TRAFFIC SIGNAL SYNCHRONIZATION <br />PROJECT (PROJECT NO. 16-6869) <br />{STRATEGIC PLAN NO. 6, 113} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1sT Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the First Amendment of the <br />Cooperative Agreement with Orange County Transportation Authority (OCTA) for the Westminster <br />Avenue/17th Street Traffic Signal Synchronization Project, to extend the term of the agreement for <br />an additional period of thirty-one (31) months through December 31, 2021, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On April 5, 2016, the City Council approved a cooperative agreement with the OCTA to implement <br />regional traffic synchronization on Westminster Avenue/17th Street, with OCTA as the lead <br />agency. The cooperative agreement details the inter jurisdictional roles and responsibilities of the <br />agencies in which the corridor traverses, including Santa Ana and the cities of Seal Beach, <br />Westminster, Garden Grove, Tustin, and the County of Orange. <br />The amendment will extend the cooperative agreement for an additional period of 31 months to <br />allow OCTA to finalize the two-year monitoring phase as required by the project funding, and time <br />to process financial obligations with all participating agencies. If approved, the agreement would <br />expire on December 31, 2021. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users). <br />25D-1 <br />
