REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 21, 2019 <br />TITLE: <br />AMEND COOPERATIVE AGREEMENT <br />WITH ORANGE COUNTY <br />TRANSPORTATION AUTHORITY FOR <br />BRISTOL STREET TRAFFIC SIGNAL <br />SYNCHRONIZATION PROJECT <br />(PROJECT NO. 15-6829) <br />(STRATEGIC PLAN NO. 6, 1B) <br />CITYMANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 16' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute Amendment No. 2 of the <br />cooperative agreement with Orange County Transportation Authority (OCTA) for the Bristol Street <br />Traffic Signal Synchronization Project, to extend the term of the agreement for an additional <br />period of twelve (12) months through May 31, 2020, subject to non -substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />On April 21, 2015, the City Council approved a cooperative agreement with the Orange County <br />Transportation Authority to implement regional traffic synchronization on Bristol Street, with OCTA <br />as the lead agency. The cooperative agreement details the inter -jurisdictional roles and <br />responsibilities along Bristol Street from State Route 22 in Santa Ana to Jamboree Road in <br />Newport Beach. On April 6, 2016, the City Council approved Amendment No. 1 which revised the <br />project's matching funds. <br />The recommended amendment is needed to extend <br />12 months to allow OCTA to finalize the two-year <br />funding and time to process financial obligations wi <br />agreement would expire on May 31, 2020. <br />STRATEGIC PLAN ALIGNMENT <br />the cooperative agreement for an additional <br />monitoring phase as required by the project <br />th all participating agencies.
