REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 21, 2019 <br />TITLE: <br />RECEIVE AND FILE RESPONSE TO <br />REQUEST FOR INFORMATION ON <br />MOBILE HOME PARKS <br />(STRATEGIC PLAN NO 5,3; 5,4; 5,6) <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />!ry FILE NUMBER <br />CITY MANAGER <br />Receive and file Mobile Home Parks Report and provide direction to the City Manager and City <br />Attorney regarding options to address rent increases in mobile home parks within the City. <br />DISCUSSION <br />During the April 16, 2019 Council meeting, staff was directed to assess existing conditions and <br />explore options in response to public comments from mobile home residents concerning an <br />increase in space rent. Specifically, the City Council requested: <br />1. An inventory of Santa Ana Mobile Home Parks, average rents, increases over the last five <br />year period, and the reasons why rent increases are taking place; <br />2. Legal options available to the City (e.g. space rent stabilization ordinance or other tools) as <br />well as other rental assistance or relief programs available for mobile home owners; and <br />3. Staff meet with Bali Hi Mobile Home Park management to: <br />a. Gather more information; <br />b. Discuss their rental assistance program; and <br />c. Request that they defer their space rent increase effective date. <br />Toward this effort, staff convened an interdepartmental working group from the City Managers <br />Office, City Attorney's Office, Planning and Building Agency, Community Development Agency, <br />and Information Technology. The group met three times over a two -week period to assess the <br />City's mobile home parks including a windshield survey of the physical conditions, rents, and <br />survey of ordinances in Orange County and similar -sized cities in California. The results of the <br />surveys, along with policy options for Council consideration, are included as Exhibit 1, City of <br />Santa Ana Mobile Home Parks: Assessment of Existing Conditions and Policy Options. <br />65A-1 <br />
