City of Santa Ana Mobile Home Parks <br />Assessment of Existing Conditions and Policy Options <br />May 21, 2019 <br />Rent Survey <br />Residents of the Bali Hi and Kona Kai mobile home parks spoke during public comment <br />on April 16, 2019. Public comments at the April 16, 2019 City Council meeting included <br />examples of people unable to afford the increase in rents with many stating their income <br />would barely cover the rent increase or not at all. Several speakers were veterans, on <br />disability, or existing on Social Security payments and had chosen the park due to its <br />very affordable pricing. <br />The Community Development Agency staff surveyed rents for a sample of the mobile <br />home parks including five of the six age restricted parks, and two of the non -age <br />restricted parks: <br />6. Lake Park Santa Ana North, Ward 3, Age 55+ <br />8. Sands Mobile Estates, Ward 3, No age restriction <br />17. Hyde Park Mobile Estates, Ward 5, Age 55+ <br />18. Lake Park Santa Ana, Ward 5, Age 55+ <br />21. Bali Hi Mobile Home Park, Ward 5, Age 55+ <br />23. Kona Kai Mobile Home Park, Ward 5, 55+ <br />26. Plaza Village Mobile Estates, Ward 5, No age restriction <br />Of the seven parks surveyed (24%), only two (Hyde Park Mobile Estates and Sands <br />Mobile Estates) have not consistently adjusted rents each year during the past five <br />years. Most of the mobile home parks adjust the space lease rents annually. The <br />amount of the increases vary from nominal increases of $29 - $49 a month, to <br />percentage increases, and increases tied to the Consumer Price Index (CPI). Of the six <br />age restricted mobile home parks, current rents range as high as $1,400 a month and <br />"move -in" rents range as high as $1,550 a month. Move -in rents are considered the <br />current market rents charged to new tenants at the time they move into the mobile <br />home park. <br />I3 <br />65A-11 <br />
