City of Santa Ana Mobile Home Parks <br />Assessment of Existing Conditions and Policy Options <br />May 21, 2019 <br />Additional Resources <br />The following additional resources are available: <br />2019 Mobilehome Residency Law Handbook published by the California Senate <br />Select Committee on Manufactured Home Communities may be accessed online at <br />mobilehomes.senate.ca.gov <br />➢ The Mobilehome Residency Law (MRL) is the "landlord -tenant law" for <br />mobilehome parks, which, like landlord -tenant law and other Civil Code <br />provisions, are enforced in a court of law. The Department of Housing and <br />Community Development (HCD) does not have authority to enforce violations of <br />the MRL. <br />California Department of Housing and Community Development, Office of the <br />Mobilehome Ombudsman <br />➢ The Office of the Mobilehome Ombudsman (hereinafter "Ombudsman") was <br />established to assist the public with questions or problems associated with the <br />various aspects of manufactured home (mobile home) living. Some of the issues the <br />Ombudsman provides assistance with include park operations, park maintenance, <br />alterations, accessory structures and mobileome residency law. Although the <br />Ombudsman will answer questions and take complaints regarding the Mobilehome <br />Residency Law, the Ombudsman is NOT empowered to enforce its provisions, or to <br />arbitrate, mediate, negotiate, or provide legal advice on mobilehome park rent <br />disputes, lease or rental agreements, or disputes arising from lease or rental <br />agreements.
