City of Santa Ana Mobile Home Parks <br />Assessment of Existing Conditions and Policy Options <br />May 21, 2019 <br />Executive Summary <br />During the April 16, 2019 Council meeting, staff was directed to assess existing <br />conditions and explore options in response to public comments from mobile home <br />residents concerning an increase in space rent. Specifically, the City Council requested: <br />1. An inventory of Santa Ana Mobile Home Parks, average rents, increases over <br />the last five year period, and the reasons why rent increases are taking place; <br />2. Legal options available to the City (e.g. space rent stabilization ordinance or <br />other tools) as well as other rental assistance or relief programs available for <br />mobile home owners; and <br />3. Staff meet with Bali Hi Mobile Home Park management ("Bali Hi") to: <br />a. Gather more information; <br />b. Discuss their rental assistance program; and <br />c. Request that they defer their space rent increase effective date. <br />In response to this direction, staff convened an interdepartmental working group <br />consisting of staff from the City Managers Office, City Attorney's Office, Planning and <br />Building Agency, Community Development Agency, and Information Technology. The <br />working group met three times over a two -week period to conduct a comprehensive <br />assessment of the City of Santa Ana's mobile home parks. A list of the 29 mobile home <br />parks was compiled with detailed information for each park including the park address <br />and phone number, year built, age restrictions (if applicable), owner of record, and <br />assessor's parcel number. The mobile home parks were mapped by Council Ward <br />(Attachment 1) and an individual map prepared showing the boundaries of each mobile <br />home park (Attachment 2). <br />A drive -by inspection of each mobile home park was completed. The condition of the <br />major physical components was assigned a rating, and a general rating was then <br />assigned for the overall condition of each mobile home park. The majority of the parks <br />(55%) were found to be in "overall excellent condition" or "average condition" (34%). <br />Only 10% of the parks were rated as "needing improvement" (Attachment 3). <br />A phone survey of the rents for a portion of the City's parks (24%), was completed. <br />Information gathered included the high and low rents, the "move -in" rents, the number of <br />rent increases during the past five years, the reason for the rent increase(s), and the <br />amount of the rent increase(s), ie, whether a flat rate increase, percentage increase or <br />tied to the consumer price index. Data on the rent increases from Housing Authority <br />assisted mobile home owners over the last five years was also gathered.
