REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 21, 2019 <br />TITLE: <br />SELECT AND APPOINT <br />REPRESENTATIVES TO THE ORANGE <br />COUNTY SANITATION DISTRICT <br />(STRATEGIC PLAN NO. 5, 1) <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />0140-:• RI <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Select and appoint a primary and alternate representative to serve on the Orange County <br />Sanitation District Board. <br />DISCUSSION <br />The Mayor and City Council represent the City's interest in regional issues by serving on a <br />number of regional boards which make public policy decisions in the areas of transportation, <br />water resources, fire services, and government facilities. <br />The Orange County Sanitation District (OCSD) is a wastewater treatment facility that serves <br />Orange County, California. It consists of two operating plants, referred to as Plant No. 1 located <br />in Fountain Valley and Plant No. 2 located in Huntington Beach. It is the third largest wastewater <br />treatment facility west of the Mississippi River. OCSD and the Orange County Water District <br />were awarded the Stockholm Industry Water Award in 2008 for pioneering work to develop with <br />Trojan Technologies the Groundwater Replenishment System, the world's largest water <br />purification plant for groundwater recharge. A board member and alternate are appointed by the <br />majority of the City Council. <br />On December 18, 2018, the City Council nominated Councilmember Reyna as the City's primary <br />representative and Councilmember Iglesias as the alternate. On March 1, 2019, Councilmember <br />Reyna tendered his resignation. Councilmember Iglesias has been attending the board meetings <br />as an alternate and has expressed an interest in serving as the primary representative, if <br />approved by a majority of the City Council. Thus, a primary and alternate appointment <br />representative is requested to continue serving the interest of the residents of our community. <br />Representatives must be an elected member and shall serve until removed or resign. The Board <br />meets on the 4th Wednesday of the month at 6:00 p.m. <br />65B-1 <br />
